Adjudication Process

The judging process for 2017 Community and Council Awards presented by ipb Insurance and LAMA is an integral part of the event. We have selected individuals to serve as judges who have distinguished themselves in their field and who demonstrate exceptional leadership ability and vision.

We make all efforts to avoid conflicts of interest in the judging process (such as inadvertently assigning a judge to evaluate an entry with which he/she is associated). At least two judges are assigned to each entry at random from within the pool of judges whose expertise is relevant. Any judges who find themselves with a conflict of interest are instructed to come forward and allow for the entry be judged by an impartial alternative judge. In evaluating the entries our judges utilize a comprehensive, points-based scoring system, dictated by the criteria for that particular category.

By adhering to the specific guidelines and criteria of this system our judges are able to maintain the highest degree of fairness, accuracy and integrity and competently and effectively evaluate entries. The average points will be taken forward and the top submissions in each category will be deemed finalists.

Conor Mahon

Chief Operating Officer- IPB Insurance

Conor Mahon is Chief Operating Officer (COO) at IPB Insurance. He is responsible for managing operations and ensuring that we have the right IT infrastructure and faciltiies to support the delivery of our services to our Members and customers. He is also responsible for Marketing & Communications and driving the development of IPB’s strategy to ensure continued, and long term, contribution of the Mutual to our Members and customers.

Prior to his appointment as Chief Operating Officer in February 2015, Conor was Head of Strategy and Planning in IPB Insurance. Before joining IPB Insurance Conor was a business consultant with Accenture for many years and has experience in defining and implementing initiatives to drive improved business outcomes for a range of organisations both in Ireland and internationally.

Conor holds a Bachelor of Commerce degree from University College Dublin (UCD) and a Masters in Finance from the Michael Smurfit Graduate School of Business at UCD

Enda Devine

Chief Financial Officer – IPB Insurance

Enda Devine is the Chief Financial Officer at IPB Insurance, the only wholly Irish owned non-life insurance company and the leading liability insurer in Ireland. IPB Insurance has become one of the leading financial corporations in Ireland. Its success has delivered €8 million to Irish communities on behalf of its local authority Members and directly impacted over 120,000 people in hundreds of communities country-wide.

Prior to joining IPB Insurance he held a number of Senior Executive and Board level positions over ten years in a number of leading global financial services organisations including Scotiabank (Ireland) Limited, Postbank and EBS Building Society. Enda was Chief Financial Officer at Postbank, Head of Finance and Head of Strategic Planning in EBS Building Society.

Enda is a qualified accountant and a Fellow of the Association of Chartered Certified Accountants. He is also a Fellow of the Institute of Bankers and holds a Diploma in Information Systems from Trinity College.

Colm Bryson

Head of Finance- IPB Insurance

Colm Bryson joined IPB in May 2012 as Head of Finance. Prior to joining IPB, Colm held positions as Finance Integration Manager at MetLife, Group Financial Controller at Postbank Ireland, AVP Finance at Merrill Lynch and Client Services Manager at AIB International Financial Services.

Colm is a Fellow of the Association of Chartered Certified Accountants (FCCA), holds a Management Diploma in Insurance from the Insurance Institute of Ireland, a Bachelor of Business & Legal Studies from UCD and is currently completing a Diploma in Strategy, Innovation and Change from UCD Michael Smurfit Business School. He is a member of the ACCA Financial Services Network Panel, a member of the Finance, Risk and Audit Committee of the Children’s Rights Alliance and Assistant Honorary Treasurer of the Belvedere College Past Pupils Union.

Mairead Conway

Head of Corporate Social Engagement – IPB Insurance

Máiréad Conway is the Head of Corporate Social Engagement at IPB Insurance with responsibility for managing the delivery of the €5m social dividend. Máiréad’s role is to implement the company’s CSE strategy which is built around the themes of Diaspora, Sport, Education, Community and Business Innovation.

Prior to joining IPB, Máiréad worked as a Business Development and Operations Manager at the World Trade Centre Dublin and in a project management capacity on the ‘Your Country, Your Call’ competition which was founded by Dr. Martin McAleese. Máiréad has also spent a number of years in the HR field. She worked as a HR Business Partner in AIB and was responsible for establishing the HR function in Postbank.

Alex Connolly

Head of Communications – Fáilte Ireland

Alex Connolly is Fáilte Ireland’s Head of Communications. He is responsible for Stakeholder Engagement as well as ensuring that Fáilte Ireland’s key messages are communicated effectively both outside and within the organisation.

A Fellow of the Public Relations Institute of Ireland, Alex previously worked at a senior level for many years within the health services having served as Head of the National Press Office with the Health Services Executive (HSE), as a director of Communications with the former East Coast Area Health Board and as a Senior Press Officer in the Department of Health and Children.

Brian Caulfield

Assistant Professor, Department of Civil, Structural and Environmental Engineering – Trinity College Dublin

Dr Brian Caulfield is an Assistant Professor in the Department of Civil, Structural and Environmental Engineering,TrinityCollege. He is actively involved on a national and international stage in research into the environmental impacts of transportation, sustainable mobility and renewable energy.

Cass Roche

Principal- PC Roche + associates

In 1984, Cass Roche established the practice of PC Roche & Associates. The practice has developed into an award winning landscape and physical planning design practice. A wide range of projects has been successfully completed, ranging from detailed landscape design to complex site planning projects in both urban and rural locations, throughout Ireland and overseas. The practice concentrates on delivering high quality schemes from presentation through the design process to on-site supervision. The practice utilises fully, the capabilities of computer-aided design from survey, presentation to detailed working drawings. Some of the awards that the practice has won, since its establishment, include an Award presented by Irish Planning Institute and Irish Independent, Award presented by Disability Ireland and National Rehabilitation Board and several Award presented by Bord Na Mona and Landscape Contractors.

Colin Walsh

Managing Director – Irish Building Magazine

Colin Walsh is Managing Director of Irish Building Magazine, Ireland’s most widely read business magazine for the building professional. Colin has a background in marketing and design has over 20 years experience in publishing magazines for the building & public sectors. Colin works directly with Main and Specialist Contractors, Architects, Engineers, Product Suppliers, Industry Groups, key Government Departments and semi state agencies, Local Authorities and industry representatives to promote and report on best practice in building. Colin is very involved in the promotion of Health and Safety and through Irish Building Magazine actively engages with the building industry and the public sector to improve and promote Health and Safety.

David Mahon

Managing Director – EVAD IT Solutions

David Mahon is well established figure in Ireland’s IT landscape, with over 20 years IT experience providing high end solutions to a wide range of Irish Clients, organisations ranging from small community groups to major publishers and medical organizations .

Evad IT Solutions Ireland Ltd was established by David in 2007 providing cutting edge solutions for Microsoft, Apple and other digital products to the Irish market. David’s goal is to provide client focused professional solutions by staff committed to assisting clients in achieving their goals.

Emmet Ryan

Journalist- Sunday Business Post

Emmet Ryan is technology editor with the Sunday Business Post, editing Connected magazine, and is also the paper’s beer columnist. Emmet has twice been honoured at the Business Journalism Awards, winning best interview in 2015 and the alumni award in 2014. He was also named journalist of the year at the 2009 IIA NetVisionary awards. In addition to technology and beer, he also runs BallinEurope which is Europe’s leading basketball website.

PJ Rudden

Director – RPS Group

PJ Rudden is a Director of RPS Group which is the leading integrated planning, engineering, environmental, project management and communications consultancy in Ireland. He had over 35 years experience of planning designed and project managed some of Ireland’s largest projects in Water, Transport, Energy, Waste and Environment. He is a former President of Engineers Ireland with 23,000 members nationally and President of the UCD Engineering Graduates Association. He is also Director of the European Green Capital and European Green Leaf Secretariats for the EU Commission promoting sustainable urban living.

Roger Sweeney

Marketing Manager & Deputy CEO – Irish Water Safety

Roger Sweeney is Marketing Manager & Deputy CEO of Irish Water Safety, established as a statutory body, a voluntary organisation and a registered charity to promote water safety in Ireland. With over 4,000 members nationwide, IWS permeates Irish society at many levels within communities nationwide.
With an MSc in Innovation Management in the Public Service and having served on the Council of the Marketing Institute of Ireland (West Chapter) and the board of The Wheel, a support and representative body for the Community and Voluntary sector, Roger’s primary aim within IWS is to raise public awareness of drowning prevention initiatives and to change the culture, attitudes and behaviours at our aquatic environments so that they are enjoyed with confidence and safety. Roger also sits on the Marine Safety Working Group, made up of organisations that represent statutory bodies, search & rescue and other users of our aquatic environments.

Anna Gunning

Acting CEO- Volunteer Ireland

Anna Gunning has worked in the community sector for 30 years with a particular knowledge of the youth work sector. She has worked with the National Youth Council of Ireland, The City of Dublin Youth Service Board, Youth Advocate Programmes Ireland and is currently the Acting CEO with Volunteer Ireland. She has also worked as a consultant in the sector and through this, has worked with a wide range of community and youth organisations, universities, State Bodies and with Government departments who provide services and funding for the youth and community work sectors.

Sandra O’Connell

Communications Manager- Royal Institute of Architects of Ireland

Editor- Architecture Ireland

Dr. Sandra O’Connell is Communications Manager of the Royal Institute of the Architects of Ireland and Editor of the RIAI’s Journal Architecture Ireland. She also edits the Institute’s flagship publication The RIAI Annual Review and the RIAI’s consumer magazine – house + design.

In 2015, together with Irish architect Angela Brady, Sandra co-wrote and co-presented a four-part RTE documentary TV series Designing Ireland. Produced by Newgrange Pictures to coincide with Ireland’s Year of Design (ID2015), Designing Ireland brought the audience on a visually rich journey of Irish architecture, craft, product design and the role of Irish designers in the global world today.

Sandra is a founding board-member of Dublin’s architecture gallery darc space and has co-curated exhibitions, talks and film series. Sandra is a judge for the biennial Wood Awards Ireland and in 2014 was on the judging panel for the RIBA Architecture Awards in Northern Ireland. In 2006, Sandra brought the Open House concept to Dublin for the Irish Architecture Foundation and curated six editions of Open House Dublin. In 2012 Sandra was made an Honorary Fellow of the Royal Institute of British Architects for her contribution to architecture.
